I don't know who makes the "Turbos" (though I've seen them before),
but they are similar in action to the Colibri "Quantum" line.

There's a small metal coil positioned in the gas jet. The coil
transmits heat down into the butane stream, heating it so that it will
burn more completely. Thus, a smaller amount of butane, emitted at
higher pressure, burns hotter and better than a normal lighter.
